post 1The insurance industry trade group, America Health Insurance Plans or AHIP, released recently plans to expand coverage of Americans that are uninsured. The plan is to place limits on practices of insurance companies that deny coverage for individuals that have pre-existing health conditions. However, not all individuals identified with pre-existing conditions will be covered by insurance providers. Instead, every state will have to assume responsibility for the more expensive health care or patients. What remains unresolved however is how to finance the healthcare of the more costly and sickly individuals where as current healthcare mechanisms of the state have inadequate funding for the coverage of these individuals.

The health-care contract between American workers and their employers began when Franklin D. Roosevelt left health care out of his New Deal. Labor restrictions, tax breaks and accounting rules induced employers to offer private health insurance to workers. In 1940, 21 million Americans were enrolled in company-sponsored health plans; by 1950, 142 million. Privatized health insurance seemed like a glorious triumph for capitalism. Keep government out; let industry thrive!

Health-care expenditures in the U.S. totaled $27 billion in 1960; in 2005, $2 trillion. Oh, workers paid their part, in the form of premiums and co-pays. But as benefits grew more generous, employees’ contributions shrank, from 48% of all health-care costs in 1960 to 15% in 2000.

The state House approved a new state-subsidized health insurance plan that would cover about 273,000 uninsured adults within five years.  The plan was fiercely opposed by many Republicans, who called it socialism.  Democrats have a 102-98 majority in the House. The bill now goes to the state Senate, where Republicans have a 29-21 majority.  The new plan would enable people earning less than $32,000 for a family of four to obtain free health insurance. People earning up to $42,000 would pay $40 to $50 per month, and people who earn up to $63,000 could buy coverage at the state’s cost.  Subsidized coverage also would be available to small businesses whose workers earn no more than the state average of about $42,000.
